NO GIFT’ POLICY & PROCEDURE 

QSB enforce a strict ‘No Gift’ Policy & Procedure as part of our commitment to integrity, transparency, and ethical conduct. This policy prohibits all employees, directors, their immediate family members, and any third parties acting on their behalf from giving or receiving gifts, hospitality, entertainment, or travel (GHET) in connection with their roles, either directly or indirectly. Limited exemptions may apply in specific situations, but only with proper declaration and approval, in line with internal procedures. 

The ’No Gift’ Policy is an essential component of our Anti-Bribery Management System (ABMS) and aims to prevent conflicts of interest while safeguarding the reputation and accountability of QSB employees.

CONFLICT OF INTEREST POLICY & PROCEDURE 

Our Conflict of Interest Policy & Procedure provides clear guidance for employees, directors, and business associates in identifying and managing situations where personal interests may conflict with professional responsibilities. It aims to ensure decisions are made objectively and in the best interest of QSB, free from undue influence or personal gain. 

The policy forms part of QSB’s Anti-Bribery Management System (ABMS) and highlights responsibilities in declaring potential conflicts and outlines procedures to mitigate associated risks.

SUPPORT LETTER POLICY & PROCEDURE 

The practice of leveraging external influence and exchanging letters of support for personal advantage has ingrained itself into societal norms, presenting a significant challenge to mitigate without stringent oversight. Such circumstances often place employees in precarious positions regarding their judgement and decision-making related to issues at hand. This conduct can result in the misuse authority, potentially damaging the organisation’s reputation and integrity. 

The Support Letter Policy & Procedure was developed to ensure that Qhazanah Sabah Berhad’s services are provided in a transparent manner, and free from the influence of vested interests. 

QSB ORGANISATIONAL ANTI-CORRUPTION STRATEGY (OACS) 2024-2028 

The Organisational Anti-Corruption Strategy (OACS) 2024–2028 serve as Qhazanah Sabah Berhad’s (QSB) long-term framework in strengthening integrity, accountability, and governance across the organisation. Developed in line with the principles of the National Anti-Corruption Strategy (NACS) 2024-2028, the OACS outlines QSB’s strategic priorities in preventing, detecting, and addressing corruption risks.

 

The OACS forms a vital component of QSB’s Integrity & Governance initiatives, ensuring that the organisation continues to operate with the highest standards of integrity while supporting the broader goals of Sabah Maju Jaya and sustainable economic development.

    Penal Code (Section 165 of Penal Code)

  • Definition: The act of offering, requesting, or receiving bribes in the form of money, donations, gifts, loans, sexual favours, fees, discounts, commissions, bonuses, valuable items, and others. This also includes making false claims or satisfying expenditure reports (Section 17 & 18 of MACC Act 2009).
